Could well have been the spider web. I had a very similar issue some time ago when I tried to start our Truma water heater without removing the external vent cover. Can't remember exactly how I overcame it (apart from removing the cover) but it did perturb the starting system for a while.

Sometimes when we have Truma problems blowing out up the inlet and exhaust with an airline can sort it.
it may just be a bit of soot or something that just needs dislodging.
