Why not, Fonterra had a system that did exactly that fitted to their milk tankers, not sure if they still have it.
The tanker on board computer altered the RUC charge rate as the tankers loaded up and unloaded.

The logging industry have been using that system for at least ten years. The on board GPS tracker that Gisborne District Council insisted that I run in my little Daihatsu Midget 11 street spraying truck was capable of automatic road user replenishment. (Not that I needed it with a vehicle that only weighed 550kg with a full load !!)

The Fonterra and logging truck rebates are for the km they do off public roads.
